Try this sequence:

1. Add the entire xDecoder folder to your antivirus exclusion list
2. If using Windows Defender, add it to exclusions via Settings → Update & Security → Windows Security → Virus & threat protection → Exclusions
3. Reboot the PC
4. Extract xDecoder 14.0 into a fresh folder (don't reuse an old installation directory)
5. Right-click xDecoder.exe, choose Properties → Unblock (if that checkbox appears), then Apply
6. Launch normally
