i checked and it's changed , i was thi,king that's still when i change os , i was using windows 10 , now i am using windows 7

Got it. Since the new HWID is different after switching from Windows 10 to Windows 7, that registers as a new device and exceeds your current personal allowance.

You have two options:

Contact Bin directly to discuss a manual adjustment or exception for your case.
Upgrade your forum Stage membership to increase your per-product device allowance (Stage 1 allows 2 HWIDs, Stage 2 allows 3, and so on).

Either route will let you activate on your new system without losing access to iDecoder 4.5.
