No — the "1 computer per product" line is the Stage 1 activation limit, not a free-account entitlement. BMW category licenses are only issued to accounts with an active, unexpired Stage 1, Stage 2 or Stage 3 upgrade:

• Stage 1 — 1 computer per BMW product
• Stage 2 — 2 computers per BMW product
• Stage 3 — 3 computers per BMW product

A free registered account has an allowance of 0 for BMW MGD1 FSC Creator, which is what your request returned — 0 registered HWIDs, 0 slots available, so 8DCFBFBD5BC71EDB4AD60A78D9F4AA6C cannot be delivered as things stand.

Also note the counters are per product, not shared across the BMW category, and Stage 1/2 licenses stay valid only while that Stage access is active, while Stage 3 licenses are permanent.

I can't change account or upgrade status from here, and I couldn't open the account upgrades page to quote the current wording (it returned HTTP 403 for me). If you think the upgrades page describes something different for free accounts, post a screenshot of that section or contact Bin/admin directly — billing and upgrade handling goes through them. Once the Stage upgrade is active, repost the HWID here and it can be processed.
