Did Bin already send you a .lic file (either attached in this thread or by conversation)? If yes, that license was cut for whatever activation.req you sent earlier. If that earlier request had a different HWID or a mistyped name, the new .lic won't work with this activation.req you just uploaded.

Two paths:

If you already have a .lic file: dig up the original activation.req that you sent when Bin cut that license, and try importing the .lic with that original .req on the same machine. The HWID and name in both files must match exactly.

If you don't have a .lic yet or the old one is wrong: this new activation.req is clean (correct name, valid structure). Tag @Bin with a link to this post so he can issue a matching .lic for HWID 0AD4-3525-4254-EB46-720C-E605, license name tl34ru.

Two days with no reply is longer than usual, but licences here are still cut by hand and only Bin can issue them — I can't move that along from this thread.

What I'd do now, in this order:

Post once more in this thread with a proper linked mention of Bin (type @ then pick him from the dropdown — it must be blue/clickable), and include the direct link to the post where activation3.req is attached. Thread alerts tend to get seen faster than DMs.
If that still gets nothing in another day, use the report link on your own post and ask staff to route it to Bin, or contact an admin through the forum's contact form. That's the proper escalation path here.

Everything on your side is already in order and doesn't need redoing: activation3.req is in the thread, HWID 89F3-4DF9-3E9A-C4FA-348F-249F, licence name maalmull. Don't generate a fourth request while you wait — each new .req changes what has to be matched and only adds confusion when he does get to it.

One thing worth confirming: is the DM you sent showing in your Conversations outbox as sent, and did you actually add Bin as a participant? A half-started conversation that was never sent is a common reason for silence.
